Introduction
This project group is to consider a common reporting framework for the commercial fishing industry around the world that will allow for comparison between countries and fisheries in determining safety. The project should focus on using data that is available in all maritime countries and, where available, common additional metrics that may allow for greater understanding.
As the information is to be used in comparison, preference must be given to government-published data already in the public domain. Data collection may be commissioned if the data doesn’t currently exist, but data produced must be approved by a governmental body and must be collected through a reputable organisation.
Consideration should be given to the publishing schedule so that there can be an understanding of any lag time for the data.
The final product of the working group should be in the format of performance indicators and the necessary calculations/formulas to create the key performance indicators.
Project Background
During FISH Platform meetings, it is common to discuss country by country how participants feel that safety is changing, yet we don’t have a direct ability to compare each country. This fact is compounded by different ways of collating and reporting by countries, and therefore, it was agreed that the FISH Platform needs to agree on a common approach.
In the discussion, it was agreed that the production of Key Performance Indicators (KPI) that can then be used to normalize data into comparable information would be immensely helpful. It was recognised that the working group should be realistic and focus on achieving the most widely available accurate data, even if this seemed too simplistic, but that if the group were minded to identify a more useful set of metrics that were achievable, even by only a small number of countries, that these can be proposed as an enhanced reporting metric.
